In the past week we had some extensive and interesting comments in this room regarding several aspects of climate change. These have included discussion of:
- increasing population was noted as a major stressor of our infrastructure systems and the environment;
- the need for novel energy sources;
- water requirements for food production;
- appropriate and sustainable water treatment technologies; and
- the need to be inclusive in our development of climate adaptations.
We had many good contributions to the subject of Capacity which considered the questions of:
How can education and capacity building for water be enhanced for climate change?
In relation to climate change, what opportunities do new technologies offer for the improvement of water monitoring? What about for information communication technology (ICT) and decision/policy making?
How do international cooperation initiatives enhance water capacity development for climate change?
Below, I will try to summarize the main points.
Environmental education about water must be translated into practice through management for water conservation, since climate change affects the availability and distribution of fresh water. If we do not address the issue of water wisely, we will increasingly have refugees, people migrating, in search of this resource.
Tools and methodologies for local mobilization and participation focused on environmental education and management can be used to develop an integrative strategy for ongoing dialogue and training for strengthening of the network of environmental educators, who act in the management of water
Many experts have noticed inaction on part of governments on water education, capacity building, and continuing education in the field of climate change. The forum should develop advocacy materials that can be used to sensitize governments to these issues. Countries need to have permanent planning for training courses in the areas of water resources and climate change.
Training should be developed on the improvement of the water resources systems and policies through the use of case studies that can help to identify the need to incorporate adaptive measures for climate change.
Using face-to-face courses, and distance education, training can incorporate new knowledge for water use, cost reduction and even improvement in agricultural production. Enhancing knowledge and communication within and between an interest groups, can create mutual trust between the stakeholders key to successful climate change adaptation. Partnership and Learning Networks with moderated face-to-face meetings and networking among technical operators to promote the exchange of experiences and support among the participants, leading to greater motivation and coordination.
Principles, guidelines, objectives and action strategies should be developed for the reflection and practice of Environmental Education in the context of Climate Change with the objective to disseminate climate change in schools where students can differentiate the changes caused by anthropic actions versus the natural effects of climate change. To provide knowledge to tackle the effects of climate change to students in schools and colleges it is necessary to understand the concepts of the atmosphere, land and water interlinkages including climatic variability, the greenhouse gas effects on water and oceans and seas etc.
Information and communication technology (ICT) is important for benchmarking and incorporating data into analysis of water problems like drought, el ninos, floods. The forum should engage people on the developments in (ICT) and create awareness among stakeholders on what has been developed.
The use of Big Data visualization tools and the utilization of Remote Sensing devices and technologies should be encouraged to access the huge amount of data on the subject Climate Change.
Capacity building in the international sector would enable the planning/ implementation/ development and further knowledge building with the help of projects on climate change technologies and research on the ITC.
International cooperation is of the utmost importance for countries to work together to improve monitoring of water and climate change by exchanging information to promote to promote discussions, mitigation, management, governance and public policies aimed at reducing climate change impacts.

Dear Marta, Groundwater is definitely a key component of the hydrologic cycle and water management. The imacts of climate change on groundwater are extensive and aquifer levels have been depleted in many areas due to this which, as you point out, also causes problems of water quality. It will be good if we can make linkages between the climate change aspects of groundwater as well as to the other Themes.

I'll try to provide a very brief summary of the discussion from last week in the "Climate" room. We had a very active group of stakeholders posting very good comments in this room.
Thank you all for your comments during this first week of discussions. We have seen that the major concerns and challenges are: The gap between climate change frameworks at different levels and the effect on beneficiaries at the local level. The need for interaction with civil society organizations (CSOs) to achieve results at the local level. The importance of predicting droughts and floods and the need for effective disaster management planning and community preparedness. The need for countries to become more resilient to climate change with moderate investment. Climate change impacts on groundwater are often neglected and should be considered. The complexity underlying direct and indirect climate impacts to society makes communicating risk difficult. Energy and agriculture sectoral policies need to be integrated into water management.
