Pessoas – água, saneamento e saúde no 8º Fórum Mundial da Água

O acesso à água potável e ao saneamento básico constitui um direito humano essencial, conforme declaração da Assembleia Geral da Organização das Nações Unidas (ONU), já que responde pela garantia de vida e saúde das populações. Além disso, a tarefa de garantir a disponibilidade e o manejo sustentável da água e do esgotamento sanitário para todos foi constitui um dos objetivos de desenvolvimento sustentável (ODS 6) estabelecido para 2030. O desafio que significa o atingimento dessa meta em pouco mais que uma década demandará um esforço extraordinário dos países, das instituições multilaterais envolvidas com a temática e da sociedade em geral. Para tanto, faz-se necessário explorar novas formas de superação dos obstáculos existentes, sejam eles de natureza técnica, financeira, de arranjos institucionais e de formas de cooperação entre países.

Prover acesso global à água potável e saneamento –aumentando assim a saúde e a dignidade humana, particularmente das populações mais pobres – requer fortes capacidades e estruturas e mecanismos de boa governança, bem como a habilidade de compartilhar experiências, conhecimentos e práticas. Qualquer ação deve considerar a sustentabilidade a longo prazo.

O 8º Fórum Mundial da água conduzirá discussões focadas sobre esses temas transversais – capacidade, governança, compartilhamento e sustentabilidade – a fim de identificar os principais obstáculos e as ações necessárias para superar as dificuldades que são comuns aos 6 temas centrais (clima, pessoas, desenvolvimento, urbano, ecossistemas e financiamento).

En 2013 y 2014 nuestra organización obtuvo un financiamiento de Fundación Merced y Fundación Bancomer, para un programa de saneamiento ambiental en la comunidad de Palzoquiticpan, municipio de Cosautlán de Carvajal, Veracruz, comunidad con un grado demarginación alto.  El proyecto respondía a un problema en la comunidad en la que no se contaba con almacenamiento de agua, no había drenaje, no había sanitarios adecuados. Fue un proyecto cuyo impacto se reflejo de inmediato, en cada módulo de servicio construído,el beneficio final fue para 33 familias que mejoraron sus condiciones sanitarias y disminuyeron la contaminación del suelo y subsuelo.

Well, that’s a quiet big discussion. In Pakistan, the progress towards SGD 6 is quite slow and we are far behind the targets. Pakistan lacks appropriate water & sanitation policies, laws and regulations and wherever it exists, the implementation is a challenge. The access to clean drinking water was not a big challenge before but with continuous extraction of the ground water, polluting the surface water and no proper regulations on industrial waste disposal are the biggest challenges for access to clean drinking water.

Water is becoming a scarce commodity in the country. The per capita water availability is decreased from 5,650 cubic meters to 990 cubic meters from 1947 to 2013. There is no planning at national or provincial level for water safety and water resources conservation. The ground water is brutally exploited by people, agriculture and industrial sector. There are more than 1.1 million tube wells used for agriculture purposes where 37 MAF water is extracted from ground against 35 MAF recharge capacity.

Though I guess that is one reason why there still remains rather too relaxed approach about the matter especially for urban planning. Thanks so much Mr. Naomi for your contribution. I do agree with you, putting water at the top of the agenda has a crucial part of tackling water challenges and implementation of IWRM approach. Water connects, it doesn’t separate – what manifests itself as a regional or local crisis quickly becomes a global problem. Water crises affect economies of all sizes.

It is not like this in many other countries.

Will you bring some more details on the legislative background that guarantees access to water and sanitation in Brazil? Are the standards similar for various states and for various types of settlements? What is the efficiency of enforcement?

Of course, the issues you raise are so important as sustainable approach is in its foundations a long-run approach. Capacity and motivation to maintain the introduced infrastructure is crucial, so is the cultural acceptability of the facilities/services.

That's why the development projects have to involve all stakeholders at the earliest phase - with the beginning of the planning and design, and keep all stakeholders involved through the whole period of project implementation. This approach would avoid general mistakes usually done. It also builds ownership in the community in long-run.

Water issues are regional, and in the Pearl River Basin, we have the basin agency to coordinate the water users in the different locations of the river and to formate the unified targets of the water,  sanitation and health. Collaborative actions can be organized by many ways,  and the administrative calls and orders given by the river basin agency is one of the working ways, as it is operating in the Pearl River Basin in South China.

In order to better share solutions and good practices about water, sanitation and health, a public information platform should be construct to publish water quality, water management policy, water withdrawal allowance, and etc.. Through this platform, the public can comment on the water quality, sanitation and water pollution, the water management can in time publish the newest water management policy or institution. Good practices can be shared and solutions of emergency incident can be also provided through this platform. The forms of the platform can be website, we-chat, or other forms. Maybe we-chat is a popular form.

PESSOAS - - 1ª Discussão Fev-Abr 2017

Esta discussão encontra-se encerrada.

O 8º Fórum Mundial da Água irá abordar a questão da água e pessoas como um dos seus temas centrais, com foco no acesso à água, saneamento e saúde pública. Para isso, foram definidos três tópicos que pretendem abarcar as questões para discussão sob o tema Pessoas, que deverão transformar-se em Sessões Temáticas e palcos de debates durante o 8º Fórum em 2018. São eles:

  1. Acesso universal à água segura em quantidade suficiente
  2. Acesso universal ao saneamento integrado
  3. Água e saúde pública

Considerando esse conjunto de tópicos sobre Pessoas – Água, Saneamento e Saúde:      

  1. Quais os maiores desafios em cada tópico que interessam à sociedade civil e às comunidades e que deveriam ser debatidas durante o 8º Fórum Mundial da Água?
  2. Como esses desafios se relacionam com problemas na sua cidade, comunidade ou arredores?

Suas respostas vão ajudar a organização do Fórum na definição das Sessões Temáticas e de outras oportunidades de debate presencial durante o evento.

 Bom dia, primeiramente queria agradeçer ao forúm mundial da água por nos disponibilizar a participar das discussões, o que pode nos ajudar a pensar no que estamos fazendo, porque mesmo com o racionamento da água muitas pessoas estão disperdiçando água, talvez com essas discussões aqui as pessoas vejam que se não "cuidarmos" do resto da água que temos ela vai acabar e não vai ter nada que possamos fazer pra reverter a siuação, o que temos que fazer é economizar enquanto temos. Sobreos temas abordados nem todos tem acesso à água segura, ao saneamento e nem saúde o que temos que "dar" um jeito de ajudar quem não tem.

In a country like my own and many other’s sud Saharan country I strongly believes that the quantity of fresh water available is more than enough to supply the entire population but the problems which I think should be tackle during the conference  are how to create awareness on the leader’s of those country on the necessity to proper manage the available water resources and how to efficiently construct potable water supply scheme.

You are spot on that the problem is more of management rather scarcity. I believe that awareness could be one among many tools for better management of available resources but the most appropriate and effective tool is improved water governance (through effective legislations), improved structure of service delivery institutions and effective enforcement of regulation.

Water availability is governed by the number of people demanding water from a particular source and the size and sustainability of that source. Unless emphasis is placed firmly on limiting human populations through making access to family planning and to contraception then human populations will always tend to outstrip supply. It's not a shortage of water but a longage of people that creates the present dire situation. Unless this element is addressed we are wasting our time with international conferences.

It is a nice debate going on here! Cases like these bring so much live and sense to our e-room!

I very much agree with Rose's statement. For example, I come from a country (Bulgaria) which population has been constantly shrinking for negative population natural growth rate since early 1980s, topped with intensive emigration rate since mid-1990s. The result is that in 1982 the population was 9 million and today it is about (or even less than) 6 million people.

At the same time the access to and quality of drinking water, and especially to sanitation has not improved, but even got worse especially in rural areas.

If we do not waste safe drinking water then it is going to benefit all of us. We can also think of rain water harvesting in each and every house and in institutions. Using nanotechnology we can reduce the evaporation of water and the saved water can be used as safe drining water during summer seasons to some extent.

Efficient usage of water should form one of the agendas in the forum which should be easily understood by the grass root people and illiterate ones.

As we all know rainwater is the purest form of water on our earth. It can be used mainly for drinking purposes even after a long period of storage. If it is in excess we can use it for other domestic purposes also.

I have just use the voting option and must congratulate all who are behind the hard work of compilation and categorization. As we all know water is a complex sector and is becoming more and more a contested commodity due to urbanization, economic boom, climate change and disasters. I am sure discussion must have been made on the role of legislations (policies ad laws), Institutions (from governance to structures and from financing to service delivery) and accountability – but I did not see these in the list. For shared vision, prosperity and equality we must highlight he role of policies, intuitions who are responsible for service delivery and their accountability mechanism.

It is only for the fact that no one until this week had raised these issues at all in this e-room. Since mid-February this year, people from around the world have contributed to a set of online discussions (called Your Voice) that will help to prepare the 8th World Water Forum in Brasília-Brazil, in 2018.

After 6 weeks of lively debate, 90 water issues have been identified and are now presented for voting at worldwaterforum8.org, in 4 languages.Until April 23, worldwaterforum8.org provides the opportunity for anyone to vote for the issues that should be debated at the 8th World Water Forum.

You are spot on and I would like to draw your attention towards the bigger question of Governance. Right Policies, strong framework and robust monitoring may not  (the results of improved WASH situation) if the institutional governance is poor or weak.

Thanks Dauda for your contribution. I think you mean the camps in this area where more than a million people have been displaced by violence in north-eastern Nigeria, most of them settling in host communities where basic services are scarce. Providing clean water and improved sanitation goes a long way towards protecting the health of children.

It would be great if you give us more insights on this issue

It is a problem, a large problem! And, of course, it is not one simple reason that caused it, and it is not one stakeholder that can solve it! When the official statistics says 12 million inhabitants, they are usually not less than 15... And even 12 million living on a very limited overcrowded area - all with their needs, then - there is usually a problem.

What is your personal opinion? How this problem has to be tackled now and today? Where to start from? Who has to lead the stakeholders in their efforts to identify a sustainable solution?
