Urban at the 8th World Water Forum

Fast growth of cities increasingly requires the adoption of sustainable and integrated processes for urban waste and water management. Water scarcity in drier times, as well as excess water in in rainy periods, directly affect the dynamics of cities and people's lives, leading to diseconomies and major losses, which require urgent measures. Despite the increasing investments in promoting its rational use, the use of water in urban environments generates significant and increasing volumes of effluents, whose treatment and final destination is of paramount importance. In addition to that, the existence of under-infrastructured settlements – like slums – without minimum access to water, drainage and sanitation, is still a reality to be faced. In this scenario, methodologies for water treatment and reuse and waste recycling, associated with campaigns to reduce consumption are gaining importance to improve life conditions in cities.

Thanks for the comment. You are right in pointing out that Brazil has largest resources in world but equally important is the distribution within country which might not be equal. Though, I am sure if manage efficiently, it can be sufficient in any part. Brazil with forests also would play a big role in climate action thus it is encouraging to see Brazil government eager to make/amend laws and interested in organising events such as WWF 2018.

Many large countries have one regulator (Brazil) with state/provice wide set ups. Countries also have state level regulators to address diversity and geographic problems. In many countries the concept of multi regulators “water, energy and forest” is also functional to achieve economy of scale. But without regulator I doubt as regulator is like a referee of football match. Imagine Football World Cup final 2018 between Uruguay and Brazil without a referee!!

Few main reasons

  • Politicians don’t want to lose control as in many countries “Water” win elections;
  • Lack of knowledge about importance of regulator and its function and how it (regulator) can turn table around in their favor;
  • Weak or no advocacy on part of development partners who keep on funding projects after projects but with little impetus on “services” and “quality” which are two important functions of regulator.

Thanks Neha for your comment. I have also read about some of the good work being done in Pune specially Pimpri-Chinchwad. I have seen the waste segregation but is STP are also being establish and if so, who bears the responsibility of maintaining the quality as it requires expertise ?

Also,  does Pune have existing STP capacity to treat waste from city ? As in most of the Indian cities, it is lacking so I am curious to know where pune stands on this aspect and new measures being taken.

Here in Abadan the problem stems from the high quantity of water, namely elevated groundwater levels as mentioned in my initial comment; but it then leads to quality issues. Thank you for your comment. Of course integrating SDGs is a solution. However the lack of awarness among both government officials and public, the inadequaty of funds, the harshness of geological, topographical and hydrogeological settigs and transboudary issues (because the city I am taking about is located close to border) all complicate the solution and make it difficult. In a foreseable future I do not see much hope of alleviating the issue I raised, i.e. consequences of elevated groundwater level in coastal cities.

There is no question on importance of Integrated plans, master plans and plans BUT one has to take the stock that how many plans have seen the light and implemented in letter and spirit. There are, in my opinion, two main reasons, for non-implementation of such plans 1) quality of plans and capacity of institutions to understand and implement these plans 2) political interference. Many plans are non-sensitive to politics and politics and political interference is a reality. So why don’t we engage politicians in preparing plans so there is a ownership from top.

I have seen motivated communities fail in self-driven initiatives due to lack of the political will. Yes i am totally agree with you and Mr. Mansoor. This is right any stakeholder is a part of CSM including politicions. They are very important stakeholder, no doubt. I have also involved in replicating CSM in Lahore's marginalized community through the platform of MUAWIN. In that process, politicions were involved in multiple interventions in their areas but they are still missed in many processes. We really need to realize their importance.

I agree that lack of integrated planning is one of the main issues facing developing world and as you said, its more of concern when they have limited resources. 

But is any government/state/region in Pakistan looking at SDGs to make their future plans or activities ? As this incorporating SDGs mught be one way of integrating all development activities.

Yes, SDGs are being part of future development projects in Pakistan. Even , SDGs are being taught in academic institutions also. You touched upong couple of topics which I agree are essnetial to achieve SDG targets.

Without finance, it would be difficult to achieve any of the targets. Question is from where and how ? Also, how to convince financing SDGs is an investment that would repay and not a cost.

Also, land use to check pollution is must. Do you have any experience from your region where land use has been taken into consideration for planning ?

I agree on the views above but have a question: Is technology going to be of any use if don't have strong institutions and governance systems implementing it?

In my experience, I have see that though technology exists or implemented but due to inefficient capapcity of local institutions, it generally doesn't lead to desired results.

Do you have any such experience or case study in Pakistan ? What you think are the ways we can improve the capacity of instituionals systems ?

You are spot on as technology is not rocket science but its implementation and its used in (informed) decision making is challenge.

Use of technology or in-fact integration of technology is now mainstreamed by many government departments. I invite you to visit PITB website https://www.pitb.gov.pk/ to know how PITB and other similar institutions in provinces are plugging the institutional gaps.

The growing concentration of people in cities influences water consumption, quality and availability. A substantial part of urban populations lives in areas without proper infrastructure and water services. Coping with this reality requires strong capacities and good governance structures and mechanisms, as well as the ability to share experiences, practices and knowledge. Any action should consider long-term sustainability.

The 8th World Water Forum will host focused discussions on these cross-cutting subjects – capacity, governance, sharing and sustainability – in order to identify the main hindrances and actions required to overcome difficulties that are common to the 6 core themes (climate, people, development, urban, ecosystems and financing).

What you say is right but we also need to consider some issues like cost of purification, access etc. We have some examples like Israel where desalination is quite advanced but there lack of rainfall makes it a necessity. I think we should consider it an option but if we have enough renewable fresh water resources, we should try to manage them first. What do you think ?

In Brazil we the management unit in water resources is the water basin, which respects natural(phisycal) limits and not political ones.

The reference organization at this level is the Basin Comitee, as defined in the LEI 9433/97 - Comitê de Bacia Hidrográfica - where society participates in planning and implementation of policies.

On the other hand we have urban planning instruments, such as the Urban Masterplan - Plano Diretor Urbano.

Usually there is no integrated management at the city level.

I would like to know more about experiences in other countries.

The 8th World Water Forum will have the question of water in cities as one of its central themes, focusing on integrated urban water and waste management. In order to reach that, three topics have been set to comprise the debate questions under Urban.   2. The circular economy – reduce, reuse, recycle
  3. Treatment and reuse technologies

Considering the above topics about Urban:      

  1. What are the major challenges under each topic that concern civil society and communities and need to be raised for debate during the 8th World Water Forum?
  2. How those challenges apply to problems in your city, community or neighbouring surroundings?

Your feedback is going to support the organisation instances of the Forum in the definition of Thematic Sessions and other opportunities for debate during the event.

I understand its worrisome situation that many part of world witnessing this situation. I agree that massive awareness campaign on water conservation coupled with regulation and source development/protection may improve situation. Can you share some details like what was consumption (per family/person) before this situation, do people have water meter on their connection and are people willing to pay more than what they use to for continuous supply of water in this situation?

No que se refere a utilização da água para fins domésticos é possível dizer que, no Brasil, a luta pela sobrevivência da população mais pobre é tão intensa que, muitas vezes, grande parte dela encontra meios para economizar e reutilizar a água no seu dia a dia, mesmo que não tenha apoio técnico ou de informação dos orgãos governamentais de forma permanente. Por outro lado, estudos recentes mostram que o desperdício acontece no uso da água pelas famílias de mais alta renda. As boas práticas devem ser pensadas dentro desses contextos, de forma a atender as necessidades da população por um lado, e controlar desperdícios por outro.

A questão do controle dos recursos hídricos subterrâneos é fundamental e pouco debatida publicamente. Há controle nas áreas em que as perfurações são autorizadas, mas sabemos que também ocorrem muitas aberturas de poços sem controle e fiscalização. Além disso, há um grande interesse de exploração econômica desse recurso, que é estratégico e ao mesmo tempo importante para manter a qualidade ambiental do sistema dos aquiferos.

Muito relevante chamar a atenção para esse tema.

Concordo com você Alex, os órgãos ambientais estaduais e federais devem melhorar seus Sistemas de Gestão Ambiental continuamente para que haja um controle mais efetivo dos recursos naturais. Um dos maiores desafios é promover, garantir a proteção de mananciais, o uso racional da água e a despoluição dos recursos hídricos.

Sem proteção dos mananciais não há segurança hídrica, teremos mais situações de escassez e excessos d'água.

Sem uso racional da água no ambiente urbano, industrial e agricola não teremos disponibilidade de água para todos.

Sem a despoluição dos corpos d'água todos os usos multiplos d'água estarão comprometidos.

Portanto é urgente a sensibilização, capacitação e mobilização social das partes interessadas na água.

Acredito que, a respeito do tema "Água e Cidades", um dos maiores desafios seja a elaboração de um planejamento territorial que garanta a integridade das áreas de proteção de mananciais e dos reservatórios de abastecimento; e ainda existe uma enorme dificuldade dos governos em considerar os órgãos ambientais como estruturas governamentais essenciais para o monitoramento, fiscalização e conservação/preservação das unidades de conservação. Na área legislativa, há a necessidade urgente de entendimento por parte dos legisladores, de que a legislação ambiental deve definir claramente os crimes ambientais, tornando as punições mais severas e passíveis de execução.
