People - water, sanitation and health at the 8th World Water Forum

Access to drinking water and basic sanitation is an essential human right, according to a declaration issued by the General Assembly of the United Nations (UN), since it responds to the guarantee of life and health of the population. In addition, the task of ensuring the availability and sustainable management of water and sanitation for all was one of the objectives of sustainable development (ODS 6) established for 2030. The challenge of achieving this goal in little more than one Decade will require an extraordinary effort by the countries, multilateral institutions involved with the theme and society in general. In order to do so, it is necessary to explore new ways of overcoming existing obstacles, be they technical, financial, institutional arrangements and forms of cooperation between countries.

Existe uma regulação oficial no Brasil (uma Lei) que diz que somente uma empresa pública pode ser responsável pelo uso de água para as pessoas. Na minha opinião esta Lei deveria ser mudada de forma que as pessoas que coletassem água da chuva em suas casas pudessem armazena-las e depois descartá-las nas redes de esgoto da empresa pública de saneamento.

It is really unexpected that a city having very high sanitation in its agenda and significant investments in water and sanitation sector as well, had dropped so much down the ranking among other large cities.
What was it that so dramatically influenced the quality of water and sanitation services in your city? Is it because some other cities significantly improved the quality of water and sanitation services, and Sorobata just formally dropped down the scale while the quality of service has not really dropped or what happened?

In fact, the previous numbers were made up to get the seal of quality ... they were wrong numbers of sewage treatment ... unfortunately 40% !!! of the drinking water is lost by leaks between the treatment plant and the taps of consumers ...and  we had a significant drop in investment...very sad :(

Thank you very much for your response and for the information you share. Really, investment is only the initial predisposition, then come the maintenance and operation, and the quality of these truly matters for the final quality of the service.

In my country, they would be happy to have "only" 40% leakages - we have companies working at 87% water loss... The average nowadays would be 60-65%. True waste of really precious resource!

It is really very important that our People e-room raises the alarm about access to drinking water - the so called water crisis in various parts of the world!

Now it is Cape Town. Earlier was Sao Paulo... and no one is really ensured that the place s/he lives in will not fall into the same trip of water deficiency.

Yes, Diana. The third city is Bangalore in India. It was reported that "PEOPLE" are forced to migrate back to villages mainly for drinking water.

This report by BBC was highlighted in all newspapers in India on the eve of 8th World Water Forum. Hope, the outcomes/ solutions of the forthcoming Forum is having utmost importance in order to resolve this biggest crisis in the world.

Your project Floresta Cultural along the Sorocaba River is really impressive. For people like me who live in SE end of Europe, a river like this is considered a really large river, and will be the main source of water for all needs for significant portion of the population. So, as you correctly understood from my reaction, the scale of your project is something we could not imagine.
Brazil is blessed with water! It is a pity that among the abundance of water resources, there are communities that face water scarcity…

Providing global access to safe water and sanitation – and thus increasing human health and dignity particularly of poorest populations – requires strong capacities and good governance structures and mechanisms, as well as the ability to share experiences, practices and knowledge. Any action should consider long-term sustainability.

The 8th World Water Forum will host focused discussions on these cross-cutting subjects – capacity, governance, sharing and sustainability – in order to identify the main hindrances and actions required to overcome difficulties that are common to the 6 core themes (climate, people, development, urban, ecosystems and financing).

En 2013 y 2014 nuestra organización obtuvo un financiamiento de Fundación Merced y Fundación Bancomer, para un programa de saneamiento ambiental en la comunidad de Palzoquiticpan, municipio de Cosautlán de Carvajal, Veracruz, comunidad con un grado demarginación alto.  El proyecto respondía a un problema en la comunidad en la que no se contaba con almacenamiento de agua, no había drenaje, no había sanitarios adecuados. Fue un proyecto cuyo impacto se reflejo de inmediato, en cada módulo de servicio construído,el beneficio final fue para 33 familias que mejoraron sus condiciones sanitarias y disminuyeron la contaminación del suelo y subsuelo.

The access to clean drinking water was not a big challenge before but with continuous extraction of the ground water, polluting the surface water and no proper regulations on industrial waste disposal are the biggest challenges for access to clean drinking water.

Water is becoming a scarce commodity in the country. The per capita water availability is decreased from 5,650 cubic meters to 990 cubic meters from 1947 to 2013. There is no planning at national or provincial level for water safety and water resources conservation. The ground water is brutally exploited by people, agriculture and industrial sector. There are more than 1.1 million tube wells used for agriculture purposes where 37 MAF water is extracted from ground against 35 MAF recharge capacity.

Water connects, it doesn’t separate – what manifests itself as a regional or local crisis quickly becomes a global problem. Water crises affect economies of all sizes.

Of course, the issues you raise are so important as sustainable approach is in its foundations a long-run approach. Capacity and motivation to maintain the introduced infrastructure is crucial, so is the cultural acceptability of the facilities/services.

That's why the development projects have to involve all stakeholders at the earliest phase - with the beginning of the planning and design, and keep all stakeholders involved through the whole period of project implementation. This approach would avoid general mistakes usually done. It also builds ownership in the community in long-run.

The 8th World Water Forum will have Water and People as one of its central themes, focusing on access to water, sanitation in all its aspects, and water and health issues. In order to reach that, three topics have been set to comprise the debate questions under People. The following topics should split into Thematic Sessions and other debate stages during the 8th World Water Forum in 2018:

  1. Enough safe water for all
  2. Integrated sanitation for all
  3. Water and public health

Considering the above topics about People – Water Sanitation and Health:      

  1. What are the major challenges under each topic that concern civil society and communities and need to be raised for debate during the 8th World Water Forum?
  2. How those challenges apply to problems in your city, community or neighbouring surroundings?

Your feedback is going to support the organisation instances of the Forum in the definition of Thematic Sessions and other opportunities for debate during the event.

 Bom dia, primeiramente queria agradeçer ao forúm mundial da água por nos disponibilizar a participar das discussões, o que pode nos ajudar a pensar no que estamos fazendo, porque mesmo com o racionamento da água muitas pessoas estão disperdiçando água, talvez com essas discussões aqui as pessoas vejam que se não "cuidarmos" do resto da água que temos ela vai acabar e não vai ter nada que possamos fazer pra reverter a siuação, o que temos que fazer é economizar enquanto temos. Sobreos temas abordados nem todos tem acesso à água segura, ao saneamento e nem saúde o que temos que "dar" um jeito de ajudar quem não tem.

In a country like my own and many other’s sud Saharan country I strongly believes that the quantity of fresh water available is more than enough to supply the entire population but the problems which I think should be tackle during the conference  are how to create awareness on the leader’s of those country on the necessity to proper manage the available water resources and how to efficiently construct potable water supply scheme.

You are spot on that the problem is more of management rather scarcity. I believe that awareness could be one among many tools for better management of available resources but the most appropriate and effective tool is improved water governance (through effective legislations), improved structure of service delivery institutions and effective enforcement of regulation.

Water availability is governed by the number of people demanding water from a particular source and the size and sustainability of that source. Unless emphasis is placed firmly on limiting human populations through making access to family planning and to contraception then human populations will always tend to outstrip supply. It's not a shortage of water but a longage of people that creates the present dire situation. Unless this element is addressed we are wasting our time with international conferences.

It is a nice debate going on here! Cases like these bring so much live and sense to our e-room!

I very much agree with Rose's statement. For example, I come from a country (Bulgaria) which population has been constantly shrinking for negative population natural growth rate since early 1980s, topped with intensive emigration rate since mid-1990s. The result is that in 1982 the population was 9 million and today it is about (or even less than) 6 million people.

At the same time the access to and quality of drinking water, and especially to sanitation has not improved, but even got worse especially in rural areas.

If we do not waste safe drinking water then it is going to benefit all of us. We can also think of rain water harvesting in each and every house and in institutions. Using nanotechnology we can reduce the evaporation of water and the saved water can be used as safe drining water during summer seasons to some extent.

Efficient usage of water should form one of the agendas in the forum which should be easily understood by the grass root people and illiterate ones.

I have just use the voting option and must congratulate all who are behind the hard work of compilation and categorization. As we all know water is a complex sector and is becoming more and more a contested commodity due to urbanization, economic boom, climate change and disasters. I am sure discussion must have been made on the role of legislations (policies ad laws), Institutions (from governance to structures and from financing to service delivery) and accountability – but I did not see these in the list. For shared vision, prosperity and equality we must highlight he role of policies, intuitions who are responsible for service delivery and their accountability mechanism.

I think you mean the camps in this area where more than a million people have been displaced by violence in north-eastern Nigeria, most of them settling in host communities where basic services are scarce. Providing clean water and improved sanitation goes a long way towards protecting the health of children.

It is a problem, a large problem! And, of course, it is not one simple reason that caused it, and it is not one stakeholder that can solve it! When the official statistics says 12 million inhabitants, they are usually not less than 15... And even 12 million living on a very limited overcrowded area - all with their needs, then - there is usually a problem.

What is your personal opinion? How this problem has to be tackled now and today? Where to start from? Who has to lead the stakeholders in their efforts to identify a sustainable solution?
