Initially educated as an electronic engineer, Emmanuel Grenier worked for 25 years as a science journalist where he wrote on many subjects but got specialised in physics, water, energy and environment. Since 2008, he is in charge of Public and Institutional Relations at ICOLD (International Commission on Large Dams) headquarters in Paris.

Franz Rojas holds a Ph.D. in Government and Public Policy; M.Sc. in Hydraulic Engineering and Civil Engineer. Long expertise working in water issues in several countries around LAC and in some in Asia and Africa. Senior consultant for the World Bank, GIZ, European Union, KfW, ECLAC, AECID, IUCN/IWA and international NGOs. He worked many times as Team Leader/Director/Manager in the analysis and development of public policies related to water resources and/or water and sanitation, water governance, management models, regulation, strategic planning, economy, microfinances and on capacity development. He is part of the CAF team as Principal Executive at the Vice-presidency of Social Development since November, 2016.
