Laila Oualkacha is currently an adviser of the Executive Secretary in the Ministry in Charge of Water in Morocco. She holds a hydraulic and rural development Engineer diploma and has been associated with water management issues since 1993 to date. She holds also a Master in Business and Administration (MBA) and was involved in General Management and other core subjects such as project management, strategy, finance and leadership.
She serves as a member of the Korean International Cooperation Association, Member of the International Commission of Accounting Water and Member of the Mediterranean Water Institute. Her research focuses on the flood and drought management, water erosion, stochastic hydrology, forecasting and monitoring & evaluation systems in the water sector. Recent researches have addressed the adaptation to climate change in the Maghreb region. Laila OUALKACHA has worked as a chief of the water management department in the Secretariat of State in charge of Water and Environment in Rabat - Morocco. She also worked as a program officer in the African Minister’s Council on Water under the contract of the United States Agency of International Development.
