Climate at the 8th World Water Forum

Climate change impacts manifest first and more strongly through water. Changes in climate mean changes in the water cycle, in rainfall distribution patterns, in river water flows, and in the occurrence of extreme hydrological events, such as drought, flooding, storms, ice melting, etc. The expected changes affect the water availability for human activities and increase exposure to more frequent water related critical events. Its cross sector nature make water the clear centre of adaptation – which requires articulated policy, planning and action, involving governments at all levels, sectors and society.

Some bus fleet carries out treatment of the water used to flush the fleet and saves thousands of cubic meters that came directly from the municipality's water utility. When deploying the system with storage of treated water and when using rainwater also the economy was huge. Alexandre Gross: Por incível que pareça, ninguém aborda este aspecto. Isto é inédito. Com a implementação de regulamentos associados, haveriam pelo menos dois impactos positivos; absorção de água pelo solo + prevenção da erosão. O potencial adicional, a depender da região: o aumento do ciclo de vida de uma hidrelétrica. Vide Cerrado em MG.

In many cities the agriculture will be impacted and many people will be impacted too. The food security and the sustentable agriculture are importants but the rains, the hurricanes, the earthquakers, the typhoons,others will be very strongers next decades because the climate change.

In Brazil the dry and the floods are very stronger in last years due the El nino and the La nina (phenomen in waters of Pacific Ocean, causing heating in waters).

- the need for novel energy sources;

Assessing the impacts of climate change on water, identifying vulnerabilities, building resilience and adapting water use/management requires strong capacities and good governance structures and mechanisms, as well as the ability to share experiences, practices and knowledge. Any action should consider long-term sustainability.

The 8th World Water Forum will host focused discussions on these cross-cutting subjects – capacity, governance, sharing and sustainability – in order to identify the main hindrances and actions required to overcome difficulties that are common to the 6 core themes (climate, people, development, urban, ecosystems and financing).

In Nepal we have just completed the Climate Change Impact Survey. The survey findings will be available on cbs.gov.np The main objective of the survey is to find the knowledge, effect and impact of the climate change on the socio economic and environmental aspect of the country. Similarly the other objective is to find the adoptive capacity to tackle the climate change because Nepal is one of the most climate change volnerable country. In this survey one of the themetic area is water so we have the lots of data related to climate and water. If we will get the change to participate on the water forum we can share the experience and findings of the survey.

Indeed relating climate change and water issues is a complex, but necessary discussion. Although the relation between water scarcity and climate change impacts are not completely known and proven, there are many opportunities for businesses, local governments and communities to act together! 

For example, projects that aim at riparian forest conservation can help mitigate greenhouse gas emissions and at the same time, preserve water sources.

A Industrialização do minério no pais de origem e o dividendo social e ambiental.

A Exportação em alta escala do Minério como comoditie impacta o Meio Ambiente de forma a colocar em risco as reservas de água e o curso dos rios. Sendo assim seria mais coerente produzir nos locais mais proximos ao da exploração , pois , não seria preciso explorar em alta escala e transportar em alta escala. Por exemplo o Nióbio brasileiro é exportado para todo o mundo e o pais só fica com o impacto ambiental causado pelo Nióbio . Se este produto fosse industrializado no Brasil teriamos um mercado mais desenvolvido e um menor impacto .

As mudanças climáticas afetam  a disponibilidade e a distribuição de água doce, pela alteração do ciclo hidrico em muitas regiões, cuja distribuição não é uniforme. Muita água na amazonia e pouca água no nordeste do Brasil, por exemplo.

O grande problema é que as populações pobres já são as mais afetadas, pela falta dágua. Países pobres serão altamente afetados. Hoje, populações estão fugindo de conflitos, pelo mundo à fora. Amanha, se não tratarmos a questão da água com sabedoria, teremos de forma crescente refugiados, pessoas migrando, em busca deste recurso. Se isto ocorrer em grandes propoções os conflitos serão inevitáveis.

Bom dia Rogério, o projeto basicamente é de avaliação dos 20 anos da Política de Recursos Hídricos. A discussão sobre as mudanças climáticas é posterior ao início da política e ela não previa esse tema, apesar de ter em um dos seus objetivos a prevenção e a defesa contra eventos hidrológicos críticos de origem natural ou decorrentes do uso inadequado dos recursos naturais. Sabemos que o Brasil é um pais de grande diversidade que faz com que as soluções para serem implementadas precisam de um processo de adaptação. The use of Big Data visualization tools should be encouraged as it is quite useful to provide patterns of hidrometeorological events. To illustrate the point, have a peek at Pluviometric ID  at ANA  website http://www.snirh.gov.br/frst/

The 8th World Water Forum will have Water and Climate Change as one of its central themes, focusing on climate risk assessment, water safety and protection of people and livelihoods. In order to reach that, four topics have been set to comprise the debate questions under Climate. The following topics should split into Thematic Sessions and other debate stages during the 8th World Water Forum in 2018:

  1. Managing risk and uncertainty for resilience and disaster preparedness
  2. Water and adaptation to climate change
  3. Water and climate change mitigation
  4. Climate science and water management: the communication between science and decision/policy making

Considering the above topics about Climate:      

  1. What are the major challenges under each topic that concern civil society and communities and need to be raised for debate during the 8th World Water Forum?
  2. How those challenges apply to problems in your city, community or neighbouring surroundings?

Your feedback is going to support the organisation instances of the Forum in the definition of Thematic Sessions and other opportunities for debate during the event.

  • Wastage of pure drinking water is one of the major problems in some villages which operate with the old pipelines and motors to suck ground water. The wasted water is never regained.
  • Research should be carried out to convert sea water into drinking water.
  • Open defacation should be stopped in all pats of the world, especially in INDIA. Citizens should be aware of the health hazards of open defacation. This alone should form one of the agendas in the discussion forum because it involves water also.

Realmente, o baixo grau de aplicação das leis é um dos obstáculos para que ações de mitigação sejam de fato implementadas, particularmente em países em desenvolvimento.

Por outro lado, essa realidade pode representar uma oportunidade para a revisão dos atuais arcabouços legais em direção a leis que incentivem a adoção de boas práticas a um custo menor para a sociedade.

Dentro do município de Vinhedo, estamos com um projeto de autossuficiencia hídrica, através da recuperação de nascentes, recuperação da floresta ripária e praticas de conservação do solo.

Realizamos o diagnóstico fisico hídrico das 11 (0nze) microbacias e quais ações deverão ser adotadas, para que possamos aumentar a nossa produção de água.

Este projeto está sendo realizado em parceria com o Instituto Agronômico de Campinas.

Existem técnicas simples para dessanilização que poderiam ser utilizadas .

Hello Victor, thank you very much for your comment. Desalination is one option that certainly needs to be considered. Adaptation to climate change will require innovative approaches such as desalination, among others. One issue that must be carefully analyzed is the amount of energy needed to convert salt water into potable water, depending on the technology involved. Climate change could be aggravated if a fossil fuel based energy source is used. Do you know of technologies that use renewable energy or are very energy efficient?

Olá Alexandre Gross,agradeço sua resposta,sim o metódo de dessanilização por osmose inversa é o metodo mais usado atualmente,Segundo o professor Luiz Carlos Baldicero Molion,comentou hoje que entre 1996 à 2001 instalou 100 dessanilizadores em Alagoas (Brasil).O problema que ele infrentou foi educar a população para manter os equipamentos em funcionamento hoje só 5% estão em funcionamento,existem processos mais simplificados,Destilação Solar(SD),que poderia ser usado em pequenos povoados de facil istalação e manuseio

The risk assessment for environmental climate  changing and resilient  cities in the top priority agenda, in my opinion.

O clima é algo que não se pode prever, mas acredito que possam ser ciradas linhas de tendência sobre como estará daqui a um determinado tempo. A partir disso, pesquisar os efietos que acarretariam e formas para adaptação e mitigação desse clima, além de poder, com isso, se preparar para desastres. O maior desafio seria a formulação de políticas baseadas nessas linhas de tendência, pois é algo probabilístico e que pode não ocorrer.
